Enemies seem to lvl based on story progress up to about lvl 35.You can get to lvl 50 max, easily few shoting enemies even on hard.If you go with the "no embrace run" you will be done probaly around lvl 25-30.Lvling affects the dmg taken/recieved by a LOT.
I played on normal and had no problems...
reached lvl 36 never grinded xp, embraced only a handful of civilians.
Try 2 hander blunt maces..later on you want scalpel for blood, since you do dmg so much you don't stun anymore..you kill
Who told you levlling makes game harder? Every zone has max level cap. and changes with chapter.
Foes on your lvl are tricky, but need only 1-2 lvls over your level and you kill them fast.
