A rat in the hospital BUG

I am up to the section where it says find the benefactor in the hospital. I go to the tent outside where the mission marker is theres supposed to be a woman there and a patient in the bed but both of them are not there the mission marker is there and then that's it there's nothing I can do?

I can't get past this now any ideas?

Try sleeping, maybe do some other low-level missions if you've got any and see if that moves the story forward?

tried everything to 2 days now when i come back from work ive jumped on wasting time to see why i cant progress. tried starting again and the 1st safe house wont open (no icon to open door) ive had it upto here now. got it part of the humble choice im extremely dissapointed

thats a link to the image showing mission marker but no npc there to trigger the next event.

uninstalled now

How pathetic. After I put all settings to max specifically draw distance screen flickered and the npc appeared at the marker and I was able to carry on.
