Why can't I kill Seymour Fishburn?

I did this mission when I didn't have Mesmerize 3, so I went through the dialog options, accusing him, etc. Once I had high enough Mesmerize, I went back intending to kill the guy, and my only option upon mesmerizing him is to Release.

I can't attack him outside of conversation either. What gives? Is it impossible to attack NPCs unless you've made specific dialog choices?

If your Mesmerize is high enough, you should be able to kill him no matter what dialogue options you chose previously. Did you Mesmerize him and then follow the blood mist trail to the spot where you're supposed to kill him?

The only way to kill or make NPCs die in Vampyr is, either to Mesmerize them or to leave them to the skals if they find themselves locked up somewhere with Skals trying to attack them.

You can´t attack NPCs freely since each of them has a specific role to play in the Community and impact the overall health status of the part of the town they live in.
