1 year later it still not fixed. I'll drop a review for this game for sure.
I had no problem eavesdropping... I am playing on a PC - are those with problems also on PCs, other gaming devices or both?

I had no problems with the scene/quest.... others have. Seems to be a bug but IDK what its related as there isnt enough info here. Maybe the bug wasnt reported to the Devs before they moved on. Its not a 'feature', But at least there are ways for people to work around it. Remember also its not a triple A game- that doesnt mean all should be forgiven, but that some can, if you enjoy the rest of it- which is for you to decide. For me, I am willing to put up with an occasional bug that has a work around to not break the game, but is otherwise fun for me. And to think, back when when we bought games on Floppies.... if there was a bug, tough luck, there was no internet to download a fix for it. I recall a REAL game breaking bug in MYST (aka "wtf am I doing here and what is this lever for?") when released for Macs.... I never bothered finishing the game or buying the sequels as there wasnt even a work around to be able to finish the game, and no way to get a fix for it at the time it came out as far as I knew about. Few games today i would consider a bug to be a game breaker as devs either put out fies or the community finds a way to work around it.
This is a game breaking bug though. I tried wiggling a lot when I posted as well as yesterday and it didn't even made a difference. Had half a mind to abandon the game today and move on to other backlogs before I figured to do one last wiggling and by sheer luck it suddenly worked.
Which is why it is so frustrating, you can see a great game somewhere in here but some of the game design choices and this particular bug (there are others that I've seen mind you - unloaded textures and teleporting NPCs after speaking with them to name a couple) brings it down.
Anyways, that's neither here nor there, so here's hoping I don't get more of these kind of bugs in the future.
P/s - I think I vaguely remembered Myst's bug in the old days but wasn't into the game.
I'm sorry to hear you've had such trouble w/this bug. What kind of system are you playing on (if you mentioned, my apologises for forgetting or not having time to look back thru the thread)? I'm on a gaming pc laptop FWIW.
If there is one thing I am negative about about this game, it is that the devs have abandoned fixing at least the most common bugs, such as this one (another one is the reporter and the prostitute, over what happened to her scarf. It doesn't breka the game for me, but i am dispointed to not have the option to return it to the reporter, so he can make up with her- otherwise, I haven't experienced any significant bugs- I'm playing on a HP Omen gaming laptop FWIW).
There are lots of games I like and rec- another being "the Long Dark" in good part because it is not just an interesting game, but the Devs keep up with fixing bugs etc. Ditto several other games such as No Man's Sky (NMS) (which totally Bombed after release, for very understandable reasons IMHO, but despite the initial backlash, the Devs have stuck to their promise to keep updating and expanding the game, and not asking people to pay for any new additions... I haven't been very interested in how NMS has progressed in development (just my personal preference for play/style), although the latest update slightly interests me.... my point being that Vampyr is, IMHO, a very good AA game, that could have done SO VERY much better with a higher budget, and if the devs would have (could afford to?) continue to address bugs and expand on the base game. Nonetheless, I like Vampyr for what it is (I studied pandemics as part of my history studies, and really like the combo of the 1918 flu with vampires). I have not had serious game breaking bugs, so I am happy to keep playing it, and think about how it could be better etc for purposes of my own creative work,
But if a bug makes it impossible for you to play, then I understand your frustration, just as I did with MYST (I dont even remember what the game breaking bug was, just that Mac users at the time could not complete it. that was my last Mac/Apple and I've been using gaming laptops or building my own desktop/server rigs since then).
A game one cannot finish is for sure something that is not just upsetting, but that should be an exception to Steam's rule about 2 hrs / 2 weeks or whatever to return the game.... There is no way to know within 2 hrs if you will be able to get past the scene's bug you described, and since the Devs are "dead" on updating the game, Steam should honour a game that is unplayable but only realised after the fact, IMHO.
That said, if you can't return it on Steam or wherever else you bought it, just keep trying the hints posted in this thread, or start a new thread to see if there are other work arounds people found... check Youtube and game fandom wiki's etc for workwarounds. If you cannot return it, leave it until you later upgade your laptop or desktop etc and then it might work, when your current rig doesn't for whatever reason. If need be, maybe there is a way to alter a file in the library for the game so that it "thinks" you did something (spy on the old guy and Dorothy) when you didnt really. There are people that hack games and maybe able to help you find a hack around the problem you are experiencing.
I hope you find a work around for the bug and can continue enjoying the game, and if you can't then I how you can convince the seller (steam or otherwise) to refund on this issue that you could not forsee in the 2hr time frame
(Just BTW, Ironically, the 2 hr/2wk deadline to return games AFAIK on steam started because many people playing No Man's Sky, which was released as a finished game (AAA? not sure but had a price tag suggesting so), and so many were disappointed by how not even near 'beta' like the game was, plus the price tag... many didnt realise this though until they had fixed their spaceship and left to a new planet, just to find the same mediocre things, when they had been promised vast worlds with more creatures and flora than one could possibly count... everything was so... just like the next planet, except the creatures were blue instead of red or something silly like that. But it took 2+ hrs for peopel to get to a point to realise this. So many tried returning it.... and thats when, as I recall, the more limitted rules came into effect about when one can reutn a game here.
But as I said, at least NMS's dev team has continued to devlop, fix bugs, expand playing options, introduce new things, etc etc.... with the latest update, I may give it another go after over a year of not playing.... and even if I still do not like the game, at lest they are doing what I expect a good Dev team to do- to keep on top of bugs and fix them, maybe occassionally ad some new special thing to the game- I dont expect ALOT, just keep it functional and fun for your player base. NMS's Devs have done that, even if still dont like it, they do what I think a good team should. I WISH very much that VAMPYR's dev team would fix bugs like what you have brought up, maybe add some special new ability or monster or something - perhaps in conjuction with a holiday / time of year (As the devs for The Long Dark often do)... Vampyr's Dev team's silence / lack of updates for just a couple minor bugs that would make the game playable for so many more people is not IMHO good software/gaming development / business management etc. Nonetheless, as I said, I haven't encountered unplayable bugs (yet) so until then, I will continue to enjoy and play the game, but I do feel for those who cannot... I think the game had a lot of promise (discussed in an older thread), and be it money or time that held them back, they could have made it so much more interesting and made the "choices matter" more important, and expanded the dialogue options, and... well, lots more. Still, its fun for me when I am in the mood for it, and I hope that those who encounter bugs are able to find work arounds, so that they too can enjoy it- or at least think about what would make it a better game and discuss that, in hopes that Devs listening in (of any company) take that into consideration if making a similar game or sequel etc.
TL;DR:
I wish you luck, hope you find a work thru. Its a shame the Devs are not continuing to fix these bugs. If you canot find a workthru, I hope you can convince the seller site to refund the game. If not, I hope that next time you update your laptop/rig/whatever that you give it another try and that the bug is no longer an issue.
I'm fairly certain I haven't needed to target people to spy on them before, though I've only done it once or twice so far.
