Get to Whitechapel

I am on the quest 'Blackmail In Whitechapel', and I can't seem to find out how to actually reach whitechapel? All the doors I've found leading there, one which is a gate and the other through a hideout, have been locked and I cannot find a way to open them. Am I missing something here?

Exit the window from your room and cross the bridge. Just continue the path and you'll find it :) be warned though there's a level 18 skal wondering around.
