Turning others into vampires?

Is this possible in this game? Also, when do you get the ability to start biting the named citizens? I just got to the turtle bar so not very far yet. I'm guessing it must be an unlocked ability or something,

A bit further they teach you how to bite and kill the citezens. And it's not possible to turn citizens intlo vampires. But however, sometimes they turn into something else...

they should make us turn other into vampires to create a army or make good people survive or something would be cool later on tho.
