How do I get Oswald Thatcher to go to the hospital?

This was originally a thread on finding thatcher and blight, now I can't get him to go to the damned hospital, I've exhausted the dialogue options with both of them. I've witnessed their interaction but they remain by the quayside.
Am I supposed to get an extra option? Did I run into a bug? What do I do next?

They don't go to the hospital. I figured after I exhausted all dialogue options, got all the hints and watched them kiss and make up that they would either go to the hospital together or I would have another conversation option to get Oswald to go to the hospidoodle.

I'm not sure if that's an actual quest because they're still within the hospital's safe zone. But I'm still in Chapter 4. Do things change that require us to get them closer to hospital grounds?

Oh, I figured they would actually complete their journey, Blight seemed quite insistent that Thatcher go to a hospital and I talk him into it.
