What's Hospital Safe room (Haven) tall narrow locker about?

What is the tall narrow locker in the Hospital Safe room (haven) for, or what does it do? I apologize if I'm dense about this. The symbol of the hand with encircling arrows, makes wonder about recycling or swapping "something." Can anyone tell me for sure?

you can change your clothing there, if you have the dlc

I finally found this: [DLC] About The Hunters Heirlooms DLC
The DLC is not at the beginning of the game.
You have to reach the hideout in the Pembroke Hospital, there is a grey locker with a yellow highlight on it.
If you interact with it, you can retrieve all contents of the DLC.
