Go around and talk to the other civilians in West. They will unlock the option for ya.

Seems you have to talk to everyone in the West End (except someone who was in the basement of a shop behind a locked door) after being told to visit him and chose the yellow option so people tell you about the guy.

I just assumed I didn't have to talk to the ones I've met before getting the quest.

Why is it relevant? The point is I did when I shouldn't have so I went back and fixed it.

Actually you just have to talk to 2 people to have that option: The shop lady that tells you about his brother dead and the guy that is under the church (the primate of the paul's stole brotherhood)
