Can't find half the West Side Citizens.

Am I blind I literally cannot find like 7 of the people in this district. Been using blood vision looking and no one is there.

Just like in the Docks there's second hub with citizens in the West End. You need to go through the northern sewers (in the park) to get there - but it's possible that you can't enter the northern part until you progress further in the main story.
