I've just found the last page, it is located in Cover Market (West End zone) on a corpse inside a shop called highmore clothing .
Actually I've tried to give the last page to Mason but the quest won't end, this could be a bug or there's another page I've missed like the third.

if you have given him none it says 1/4, if given 2 it says 2/4 etc. so if the quest says 4/4 you are still one missing.
There is one text in each District. So if you found one in a district there won't be another.

logic?? - it says bring 4/4 so the quest should be finished.
I am stuck now on 4/4 and definitly not goin back to search for another because of stupid quest mechanics.
Oh dear am i glad when this is over, feels like i ended up in a dead end a million times already and read 100 books :(
