When can i Unlock the rest of the map?

I have about 2500xp and the rest of the map won't unlock. For Example, Frankfurt is unlocked but Frankfurt Airport isn't. When will the rest of the Map unlock?

You need to make the routes including the locked cities and visit them to unlock, xp does nothing with unlocking new cities

No, i'm not talking about "undiscovered" bus stops i'm talking about when the bus stops have red X's over them and i can't even include those in the route. When can i unlock those?

You can make a route start from the unlocked stop, then connect those stops is locked, when you finish the tour, you'll get these steps unlocked.
