If I bought the six edition for PC does it come with (or have an option for) a steam code/key for a digital download, as well as/instead of the physical disk?

I cant seem to find where to preorder the PC version of the Six Edition. And any local place where id be able to preorder it from is only appearing to do the Xbox one and PS4 versions?
