I should actually break this down further. So, to join games, one must be on ones 'friend list' ingame, meaning, you have to have added their Wolcen tag as a 'friend' to have them be able to see you online and to invite you to join their game or yours.
As for your other question, let me set an example.
If I have you join my party, and I create a game, you will join me at my level of progression, lets say I am doing Endgame Content, you won't see your quests and cannot complete anything. However if I, as one whom is doing Endgame Content, joins your game whom your furthest progression is Act II, I will be aiding you in your quests.
