That said, it's not really easy to understand how items work.
First thing to know is that there is the level required to wear an item and the item level in itself.
First is always visible. Second requires to activate an option to display it.
But I believe you know that.
The level required to equip an item reflect the Tier of the base item.
The last Tier (Tier 16) requires level 60 to be equiped.
T16 items have the best range of base stats.
Then the affixes on the items depends on the item level in itself.
As the ilvl goes up, you unlock chances to get affixes of higher Tiers (max 12) and you lose chances to get affixes of lower Tiers.
When you drop an item, for each affix, there is a first roll to know the Tier of the affix then a second roll to know the value of the affix within the range allowed by that Tier.
