Do you need a special buildung to unlock selling to her? Does she give more, than just using them in your Inventory?
Edit: Ahhhh... Now I get it... You lied to OP or are just confused yourself! XD
-> If you Press I it just opens your Inventory, where you can just use the eneracts. This has absolutly NOTHING to do with any location or NPCs XD
Open the witch's menu, then open your inventory, then right-click on the spell thingies to turn them into dusty power thingie.
Or, stop telling lies and just tell people the Withc has nothing to do with it?
Press i ANYWHERE in the entire game, then right click to get the "dusty Power thingy"
She litterly has no I-Menu. Your Inventory does nothing with her...
That's only if you already have the spell learned, sweetie. Otherwise you waste 1 dusty power thingy point by learning a spell you'll never use.
You lose 1 dusty power 1 time for every spell, but after you win time because you not need the merchant, you sell them directly... so its much better to learn every spell, and than just right clic to sell them directly.
Learn them all, you lose less than 0.001% of the primordial affinity you'll ever get and get better QoL in exchange.
For the list of skills, just use the filter to not display the skills you can't use. It's not like there are that many skills anyway.
That advice about selling Enneracts at a vendor to get Primordial Affinity is very outdated info from months or more than a year ago.
These players most likely came back after a long time and didn't realize the system has been changed.
So this is MANDATORY if you want to sell them. You have to manually open the inventory, if it opens automatically, a warning message pops up saying you can only sell them for primordial affinity. For some reason, when the inventory opens automatically, the game thinks that Demetra is a different vendor (which you can't see Enneracts to) and the warning message flashes up. But if you manually open it, the code works fine and treats her like the vendor she is

Enneracts can't be sold to vendors. Just use them directly from your inventory to receive Primordial Affinity.
