I had no problem fighting him on lvl 19, 2k HP. Ez PZ Only dropped to very low once when the AOE wave hit me multiple times.

I spec to 2k life and than he was easy to kill, befor i had 1,3k life and he one shot me

Facetank him with a Praetorian / Siegebreaker build. Sure, it's long and kinda boring with all those auto attacks, but as long as it works...

You could also try Cabalist DoT stacking. Just stack a ♥♥♥♥ ton of Burn / Shock and run like a headless chicken. The DoTs will eat him alive.
