What is vignetting in graphics options?

I don't see Vignetting in actual gameplay but I do see it in cutscenes. Im among the minority when it comes to Vignetting; I personally love the effect in ARPGs but I do light graphic design work so it's just my creative side enjoying those filters in my games.
