Honestly the easiest thing devs could do to make picket patrol better is add code that makes the round end if nobody kills anyone for a few minutes (preferably this kicks in once there's only a certain percentage of players left alive on one side or both).
If they're willing to risk diluting the purity of picket patrol, the devs could also implement a 3 life (preferably wave-spawn) system, in essence making all dead players respawn 3 times per match (so the early dead don't get bored and leave). Personally I would have mixed feelings about doing anything like that, but if it popularizes picket patrol I would be more than happy to compromise.
