Fuse length is taken into effect. Many a time, I've survived the landing of a shell, only for it to explode and kill me moments later.
Not sure how down the rabbit hole you're looking to go when it comes to artillery, learning how to aim, all the nuances, and being a part of a crew or whatnot. But our regiment (the 42nd PA/1st PA Light Artillery "Cooper's Battery") has a battery that's always looking for new crew members to help out during organized events. Sometimes, in a event, we got more cannons than crews xD
I've never seen multiple pellets strike the target post from Shells or Case that air burst at Targets in drill camp on artillery range. I've only seen 1 strike for the airburst.
The shell and the case do have shrapnel when they explode and can kill multiple soldiers in a burst.
