I suspect that the horses, themselves are mostly worked out - just the various things they do within the setting are yet to come.. bigger maps, for one.
DEVs said they are working on Shepherds Town to finish up the Maryland Campaign..
cav will likely come when that goes live.

Lee crossed the Potomac, and left guys behind - lots of artillery, for one - to guard that crossing.
Union 5th Corps went up there... mostly all same units in the fighting.
So, WoR update for that probably may not need to add so many regiments, I suppose - but there was a fair amount of cavalry in it I think.
