I want the game so much but don't want to play online because of racism.
Have you considered playing organized events? They are very well policed and the units that partake have strict rules on such things.
In the long term, there may be a 'tool set' for custom maps.
Also, as just mentioned - it is the server which anyone plays where things like the racism takes place...
- within events, the server requires a password to get in and such things are forbidden.

A game doesn't just "make a workshop" and suddenly anyone can make a mod for the game. It needs to be coded with an API or SDK so that modders can use specific functions in order to create mods, but managed in such a way that they cannot create mods that allow players to cheat, exploit, hack or in any way undermine the security of other players or the servers. That is not going to happen while the game is still in Alpha or even Beta, because the current code will be frequently changing, and therefore so would the API/SDK to prevent it from breaking mods. Given that the dev team is tiny, they are not going to invest time into making modding tools until the game is pretty much complete. You'll just have to wait for those to be made available in the future, if that's what the devs want to offer. But don't expect them to drop everything being developed now to work on a major feature just so you can play solo, it isn't going to happen.
As an aside, if you don't want to deal with racism you can hide the chat and mute all microphones so as not to hear people speaking. But without being able to see or hear orders and commands from officers/nco or hear enemy charges this will seriously affect your gameplay, you will not know where to go, who to shoot, when to charge or retreat and will die far more often than is necessary which may result in backlash (people will think you're trolling) and you will likely end up not enjoying the game even more than you should just because a handful of plonkers can be racist. In short, get over it - the racism goes away once you stop playing, it doesn't follow you, but you will have had far more fun than you expected if you just learn to ignore the racism and cope for a while by focusing on the game.
