Like so, my text is showing up with nothing but a question mark. i tried it in game and the icons and everything stays as a question mark.

BothDLC are installed. I verified my cache and I'm running a clean version. No mods.

Seems like something might have gone wrong while the game was being installed. Try completely uninstalling the game and then reinstalling cleanly.

Here is what I have done so far. Hope this helps!

Experiment one: Verify Cache via Steam
Solution: None.

Experiment two: uninstall and reinstall
Solution: None.

Experiment three: uninstall game, reinstall, reboot PC, verify, run as admin
Solution: None.

I will keep trying with the reinstall option. I've done it maybe 4 times now. Two times on my HDD and another two times on my SSD. Still no luck. :(

NOTE: No Mods are installed, DLC (both), are installed. Will try without DLC next.

I just tried running the GoG version of the game and it does the same thing with the text. I even tried the Testing beta (unstable) and nothing worked there either.

The game can't access the file that contains the localization. Not sure why it can't.

It could be an antivirus or security software getting in the way.

Can you go here:
D:/Steam/steamapps/common/Project Highrise/Game_Data/StreamingAssets/Loc/en.txt.zip

Then try to to unzip/extract that file and let us know if you can.

OH MY GOD!!! YESS!!!! I fixed it, it was both my anti-virus/malware software! I can finally build my mega mall!
