Ability to manually prioritize construction worker jobs is a vital missing element.
Construction workers appear to prioritize jobs as last-generated-first-done.

Well, I did a huge underground expansion to sort out the grumpiness about having not enough file storage and bottled water. Entire FLOORS dedicated to water and file storage!

I MOVED my existing services to these floors... Which took them all offline.

Consequently, offices started moving out immediately, generating jobs for... Construction workers to remove the debris, meaning that the file storage and bottled water relocations and new constructions are not being done.

I am apparently helpless to stop this spiral of debris and angry offices moving out. The debris-removal jobs are queueing up faster than my workers - I have as many as possible - can cope with them. This spiral is going to end with my building entirely bankrupt because of the knock-on effects of all the office workers moving out.

All because my construction workers are too pants-on-head to prioritize moving existing services and building new services over cleaning up debris that's doing nothing to anyone, and I am helpless to tell them "ignore the debris, put up the bottled water rooms."

Incidentally, five is just not nearly enough construction workers. I'd be happy with ten times as many, or at least the ability to hire temps who work for twenty-four hours.
