Is there a way to skip floors with the elevator? I want to skip over a few because of architectural shenanigans where those floors will not have anything.

you can use upgraded elevators. But just for not start from floor 0...

Dumb secondary question, what do Janitorial services do? It says "Clean offices at night" but what exactly does that entail? Do they revert grime/reset the renovation timer or is it something specific to the type of office such as how some need water/courier/copy services?

Grime is removed by maintenance workers.

Janitorial services is a type of services required by some tenants, like medium size medical office.
