I also completely agree with LGR's comment about visual sameness. Every unit of a given type is identical which is a shame. Be nice if it worked like your typical sim city style game where there are 3 or 4 random variations on the same thing.
That's generous, he was right that you could be a little bit more specific I suppose, but at the same time he's essentially complaining that he has to experiment a bit and figure out what works. ;) I do hope you fuzz things up a little bit and say things like "requires very low noise" or "requires moderately low noise" rather than "requires noise lower than 3," so that it's not all handed to us. (if you're feeling generous you could colour-code the overlays for some of those milestones I suppose) People can look into the data (assuming you even expose it) if they want exact numbers.
You are totally right. It's way too easy to cross the line between giving the player more information, and into telling them too much and damaging the fun of the game. We're going to be very careful not to make it too easy. :)
That said, some things we can improve for sure. Like maybe make the wording better, eg. when large government office requires a variety of smaller law offices around it, but without giving away all the details. Or for another example, when an NPC complains "this line is too long, I'm leaving", maybe specify *which* restaurant or store he or she was talking about...
