They can be in different locations, so long as there is a wire running from an active riser or wire (1st floor of the basement needs no riser of any sort, it has active lines across the lot) to underneath the new riser

Easier to do them in a column, but so long as you run all wires (or pipes for plumbing) to the spot underneath the cupboard, you can change the position from one floor to the next.
