Report a translation problem
Elevator - 2BR - 3BR - 3BR and the last 3BR which has nothing to its right is complaining about noise and foot traffic. This is on the 15th floor. The only foot traffic is... service people as far as I can see.... service people they'Re calling for. :)
Bug?
I do have a second office tower to the right but there's a good 8 tiles of space.
Thanks Mr. Dev; great work by the way. Some bugs but the foundation is there so future developments should be fun. :)
Oh speaking of foot traffic; could we also have a bus stop bringing people in from the right?

It's like they are just complaining for complains' sake.
On the other hand, looking into some of the threads in this steam forum, it kinda seems realistic though.

Elevator overlay shows a range of about 16 tiles.
The Luxury 2BR on the left are happy.
The Luxury 2BR in the middle complain about the elevator, but not enough to require a rent reduction.
I put the non-Luxury 2BR beside the elevator, because they like it.
As for the Large 2BR, the handymen and housekeepers that they call seem to be enough to bother them with their traffic.

As you can see on the traffic there isn't really much and the most ist only because of the service they call
