I just want a coffee.

But no options in small restaurants - is it only a medium sized one that can satisfy this resident need?

As Skinny says, only "Cafes" serve coffee. They're a Small Restaurant option (the other one is Food Court), but they require, I believe, 1 Prestige to unlock.

Yeah it seems like a bug, residents are unhappy because there are no places for breakfast.

There are 60 residents a cafe/bakery (small) and now a diner (medium). Both should serve their needs but ... don't?

Coffee =/= Breakfast. If a restaurant doesn't say it serves breakfast, it doesn't serve breakfast.

That said, you should be able to find a cafe, food court, or diner option that does serve breakfast. Might have to cancel all the tenant offers and "regenerate" them with an ad campaign, but they exist.

Maybe the cafe is too crowded. I found out that my restaurants were too crowded by asking my service workers in their respective workplaces. We should be able to view the client's thoughts at shops and restaurants.
