More technical offices?

If I want to build them, it says I need to build technical offices, but if I want to build the technical offices... The requirements ARE the technical offices? So...what do I do?

Thank you for the Guide link. I had just finished my 10th Medium Creative/Technical office and was so frustrated that the Large Engineering/Tech offices were still not available that I came to these discussion boards to find the answer. Turns out I'm only 3 more away. Sill though, I'm running out of space in my tower till I get the zoning changes.
