It's called "ducking" (no, really[en.wikipedia.org] :) ), and it's deliberate to make the sfx stand out a bit more. But it's a relatively minor tweak on the music volume. Sounds like it's really bothering you?

but mayby the dev's can make a option in the settings that you choose if you wanne hear only music or game sound.
but for me its not a annoying thing.
