Destination Unreachable With A Cart

I've spent entirely too long trying to figure out why these rooms aren't being cleaned. My Freight Elevator is available to my House Keeping and Room Service Kitchen, but the workers just stand there and do nothing all day. Could you please give me some insight into how I might address this issue? What am I missing?

Hi,

Freight Elevator should be placed every floor. Otherwise, it's like a new elevator. You need to place Freight Elevator even in the 4 floors you skipped.
