Probably a pathing issue... consider to improve the mobility in your tower.
You can also consider to post some screenshoots so the community can help you better.
It was a max height/width tower. On the largest map I was capped at 79 floors. I had 14,997 cells in use.
I deleted all the utilities and watched it burn! I can probably revive a previous auto-save and get a few screen shots. One thing I noticed that didn't make any sense at all was that every once in a while all of the hotel rooms would flash that little red circle things that shows a destination is unreachable but, then I would watch the little NPC go to their room and have room service delivered so it was reachable? Very weird...
Gotcha... I'll have to look a bit deeper for info on big buildings. I spent an outrageous amount of time planning that massive building so I'm kinda tapped out for now but, I'll probably come back for more in a week or two.
I thought I planned the elevator system pretty well because I had 6 separate shafts from basement to roof but, based on what you said I can see how that may have created a problem. Initially, every section was designed to house its tenants as well as their support buildings but, in a few cases (as mentioned at the start of this thread) those areas were quickly filled and support buildings started going wherever they would fit.
