Edit: Also would have been nice if this was in the garbage section and not the tennant happiness section.
That is covered in one of the game's tutorials.
I watched through all the tutorials, and I played through the trash one twice.
It does not mention anything about pickup services being required.
You have garbage bins on the same level as the appartment/tennant, a collection point underground somewhere, and then a "garbage" pickup services that has to go next to the underground collection services. That last bit is what I was missing.
On every floor I have -at least- 3 trash bins and 2 recycling. In the vast basement, I have about 5 trash collection rooms and the same for recycling. I've tried moving them to higher and lower traffic areas, I've tried downsizing to just 1 or 2 collection rooms for each kind, I've tried expanding to 8 or so of each kind, I've even tried downsizing the amount of bins on each floor, none of it works. All bins are full. all collection rooms are full, it says collection is at 08:00 every day but it just doesn't happen. Occasionally some of them get emptied but it seems to be around 19:00 and sporadically, no pattern or predictability to it.
It's such an annoying bug that honestly comes off as lazy since there are threads for the same thing multiple times every year for the past 3 years at least, when it seems (and I may be wrong as I'm totally inexperienced in game coding) like it'd be such an easy fix to basically tell it "When clock hits this time, all rooms of this type have %value reduced to 0 and animation of staff walking into the building and into these rooms play). I'm not buying any DLC until this is fixed.
Try checking the tennant happiness section for "pickup service".
Where? There's "Population Feedback" and "Tenant Overview" in the ADA/360 reports, but these are just quotes and figures. No action buttons. In "Services Report" there's "Trash Pick-up services" and "Recycling pick-up services", both of which are 0 onsite, 0 calls, 0 success, 0 fails.
These are listed below "Mall Security", "Mall Customer Support", and "Package Delivery Services", all of which I have no option to build so implies to me that it's DLC. Is the implication that I can't play the base game bug-less without paying more for it?

Tenant Overview is a list of Offices/Restaurants/Retail/Apartments/Services, the amount you have, and their rent.
Tenant Listing is a list of all residents, their rent, population, floor, and age.
Population Report is a happiness rating list by the same list as Tenant Overview.
Population Feedback is a list of comments from the building's population, many of which are "This place is so dirty" because of this stupid bug.
Services Report, as stated in a previous comment, has "Trash pick-up services" and "Recycling pick-up services" as well as "Mall Security", "Mall Customer Support", and "Package delivery services" all of which appear to be DLC and not something I can place within my game.
So once again, please explain, specifically, how I'm supposed to fix the bug that's making my save unplayable because trash and recycling aren't being picked up at 8am every day as it states on the collection rooms, and bins aren't being emptied into these same said rooms. Any answer that involves "Buy the DLC" is invalid.
