ah, so the "ads -50%" isn't an actual number tied to anything in game? It seems to me that it suggests I can take out advertisements, and they will cost less.

I just figured it out, by "ADS", what they mean is if there are no available renters for a particular building type, when you run an "ad" to attract more of a specific type. For example, gourmet restaurants (french/japanese with celebrity chef etc) have none available at first, you need to advertise in order to attract one. THATS what's cut -50%
