financial HQ

I have been working on a scenario for several days. One of the requirements is 8 Financial HQs. I haven't even been able to install one of these. I am using the bank HQ. and when I try move in said bank HQ it says they need more financial offices. I keep adding financial offices but number one it won't tell me how many of these it wants. But so far I haven't reached that number. The scenario name is Titans of trade.

At least according to a guide on the game, for the HQs it is more about having a proper ratio of small : medium : large offices. From that guide, you need ratios of:

Medium Financial Offices : Large Financial Offices - 13:1, 5:2, 3:3, 2:4, 1:6, 0:11

OR

Large Financial Office : Medium Financial offices : Small Financial Accounting Offices, any kind -
1:4:4
