I read that too. But what does that mean during game play? I don't understand what these or the broom closets actually do. When the game calls for janitors, I put them in. Do these let you get by with fewer janitors, or something?

I would suggest not to put anything on floor 1 except for decorations. Floor 1 always has a huge amount of foot traffic, which means you will have a hard time trying to keep the place clean. Instead, turn it into a lobby/decoration place to lure in more people since lobby/decos don't get ruined by foot traffic.
