The other thing that could be going on - Check your grime / dirt levels. If you have things like restaurants on the same floor or nearby, they can spread grime. You can mitigate it a bit by placing broom closets and using janitors.
However, maintenance in Project Highrise is kind of like... Pollution in SimCity. You can mitigate it and reduce it in some cases, but you can't completely eliminate it. If you're playing a scenario, I'd focus on accomplishing those goals, since you can normally accomplish them without the maintenance overwhelming you.
Presupposing that you have enough workers to actually do the job, you might try moving in a building manager & a union hall to help speed them up?
Have you checked to see if the janitors are actually able to make all their rounds each day? If not, you may need more janitors to use the supplies and broom closets? Please note that janitors tend to only clean where "Janitorial Services" are expected (office and retail); and Apartments & Hotel Rooms each have their own "Cleaning Services".
