You just need 10 luxury apartments of any kind, 10 luxury studios will work as well as 10 luxury 2BR apartments o/.
Luxury apartments don't have there own separate prefab. They are part of the normal ones. So if you put down a studio apartment when you click on it to buy an apartment you should see "studio basic" "studio Deluxe" and "studio Luxury". Its the same for the other housing slots. So you could build lots of small luxury apartments or bigger ones.
How it works in the game files is that the tenents belong to one or multiple groups. The Tokyo ones don't have the luxury tag on them.
It can be percived as a "bug" (or rather a mistake), or it can be percived as deliberate since maybe... I don't have any explanation or joke here, make up your own :p
