Can't build a small two-bedroom apartment

The system tells me "Needs a greater variety of small restuarants", but I have 7 small and 4 medium restuarants already. So why can't I build a small two-bedroom apartment?

That's pretty strange - you should be able to build them just looking at the screenshot and your list.

None of those are mods, right? They're just regular restaurants, I assume?

I think I have the same problem, after my first save what I could build a 1 bedroom apt, I tried starting over. I can build restaurants but haven't yet, my first save didn't have any and it worked.

Was your first save a scenario or a sandbox game?

It was the neighborhood revitalization, the second one was the same scenario. I just got room and built the gourmet grocery store, I can build them now :) I was trying to say I can build large restaurants, but haven't yet ^

building a 2 floor grocery store let me build the 1 bedroom, but am I suppose to be able to without one?

When you say "build", do you mean place down empty space for a one-bedroom apartment or move in a specific variation of a one-bedroom apartment?

I can place down a space for a 1 bedroom apartment, but when I tried to pick basic or luxury apartment, it would say I needed a greater variety of shops.

And that's correct - to build a basic 1-br apartment, you'd need 4 or 5 stores depending on which ones you build.

I have thje same problem, running sandbox vanilla. I by now have literally every type of small restaurant and yet I still can not build a basic 2BR apartment

Edit: I'm stupid, I missed a basic Food Court Restaurant! I have that now and it works
