You can decide to have a luxury only tower or any combination of tenants.
I mean, if project highrise were a competitive game (and it's not) players would immediately go for the probably more profitable and easier option of filling their whole tower with luxury lofts, skipping the rest of the apartments altogether. It seems to run counter to the style of the rest of the game, which forces you to start with the small and end with the big.
Feel free to suggest to Devs a different requirements' list for lofts...
That's a LOT of space needed (apartments + services) just to build a unnecessary place to rent.
