not all move outs cause prestige penalty.
Also you can move the tenants to a different location using movers' office.
If you could buy the freehold, you would have the landlord rights you are seeking.
But game wise, one way to do it is to do it gradually. This game is about time management really, it's better doing gradual growth and rejigging, than enmass. Unless you have loads of prestige (try the last upgrade on the art tree line (sorry forgotten what they call it)), you can trade influence to prestige points. I also bulk buy prestige when turfing out my residents.
No matter what else, it's seriously the most boring thing I've ever thought about doing in a video game to sit around evicting one apartment every few days until the prestige comes back, dozens of times perhaps, just to improve the building. I think we can all agree that hassle of that length and tedium is an awful game experience, and it's a singular deal-breaker for me to the point that I'd refund the game if it wasn't too late by the time you realize this will be a problem.
I'm still fairly new to the game, and am trying not to make those kind of mistakes, so I made sure to only have small offices and such on the lower floors, in case I want to rebuild the whole thing. But reading this thread makes me realize there might be other places I should be careful...
I agree it's an annoying mechanic. However, I don't see it often (at least in my games). I tend to, if I have an unhappy resident, move them to a new section or "price them out" by putting their rent up and eat the prestige loss. (I often have LOADS of art, which makes the loss bareable, eg: I have medium art per floor with double when they say "likes to be near pretty things")
There is a specific build order for this game. I playing through the missions, which sees different presets and it is "fun" for me to adapt and overcome those challenges.
Maybe a mod can help you with your problem? I have seen some in relation to leases but not sure if they are exactly what you are asking for.
