I think that the Jail is stuck in time. Every jailer thinks that you will bring about the end of the world through the mother ship, and every jailer can fight you, but none can kill you. Only return you to your cell and wait till you try and escape again. They all give off the vibe that you getting out is kinda inevitable. So the Bunny Man constructed a prison to hold you and then The Line stuck it in time. Stalling and waiting till they could find a way to properly fight the mother ship, or kill you.
This would also explain why the Bunny Man would release you knowing you would/could destroy the world, he only wants to see his child again even if they will all die soon after. He has lost hope in finding a way to kill you. So he thinks it is better to let the inevitable happen and let time continue, even if it means the end of the world. This is why his kid is still young despite being a jailer for many years. Before you fight The Line he says that time stopped when you showed up and that it is time to get the clocks ticking again. Kinda hinting that time is stalled and defeating you is the key to start everything back up again. This also explains why the mother ship is not a threat till you escape jail and resume time.
Before The Beat fight The Bunny Man mentions they are searching for a way to kill you for good, a weapon that can be used to fight off the mother ship and it's scouts. But after god knows how long The Strap and The Scale went insane and the Bunny man lost hope, setting in motion the events of the game. The Scale even mentions that you made him this way, that being stuck there for so long drove him to become what he is. The reason the Bunny Man says he has hope after you hesitate to kill The Song is its at that moment he thinks that he may not be ending the world by letting you go, that once time resumes you might piety them and fight against the mother ship instead of for it.

Fast foward to many MANY years later in a time where this civilization forgot what is their planet of origin, in a time when their planet cannot support their life anymore this civilization decides to build a spaceship and their soldiers, the Riders (human lookalikes, also you the "Stranger")
This civilization then sets out to find an habitable planet, fast foward to some time later and they stumble on our solar system.
An alien being: The Strap came on Earth searching for something but after a killing spree she got caught and restrained to contain her powers.
"The Line" and maybe some other scientists/researcers find out that an unknown object has made its way into the solar system and warns people and autorities about it, but ultimately his advice wasn't taken.
The spaceship starts sending its Riders to ceck if the worlds are habitable "The Stranger" was sent on Earth.
Here on Earth "The Stranger" 's landing caused a cataclysm that wiped out a very large chunk of people and after starting a killing spree, "The Hand" with his army tried to kill him but apparently did not succeeded, Since "The Stranger" has some kind of immortality or body invincibility, so he was captured.
Understanding that the danger is real and there could be more Riders people on earth build a particular "Jail" wich purpose was to crack the secret behind "The Stranger" and develloping a weapon that could destroy or at least stop/freeze him.
This Jail was made to be frozen in time and the people inside it would not age, this to give the researchers inside it all the time they needed to complete the devellopment of the weapon that could kill/stop the Riders.
"The Chain":Guardian and Torturer.
His role is to make sure that "The Stranger" wouldn't regain strenght by torturing/"killing" him constantly.
"The Strap":Subject.

After who knows how many years completely isolated by the world "The Scale" went crazy after an experiment gone wrong while working on the weapon, "The Voice" wanted disperately to get out and meet his daughter again and after trying to escape "The Song" told everyone to treat him like a prisoner, "The Burst" started treating everything like a game and alone "The Line" decided to stop the research.
At this point the game starts, "The Voice" breaks you out because he wants to get out himself and see his daughter again even if it means the end of the world.
After the boss gauntlet and the uneffective Prototype Weapon used by "The Beat" both "The Stranger" and "The Voice" break free going back on earth and he meets his daughter again.
After finding his armor "The Stranger" goes back on the mothership and now is up to the player to decide if to invade the Earth or fight against "The Star" and save the planet.
3. Why was The Voice locked up (or was he actually not)?
i think he wasn't locked up, and he was able to back to his daughter anytime. He is an architect and the game doesn't show any reasons why should he get locked up. I think he was aware his world is the star's "target planed" so he wanted to manipulate rider and make him destroy mothership. (guardians weren't aware of his plan, they wanted to keep rider in the prison)
4. What is #11? There is The Beat as #10 and The Star as #12
11 is the flame.
5. Why does The Star have a number as if he is a guardian?
the flame isn't a guardian, too, so i think they are just numbers of bosses, not "the guardians".
6. Why/how does The Voice teleport/appear near Rider?
Lol, weird question. I doubt it's justified in the story. I know he can fly etc. so maybe because he is architect and he has some "superpowers" in prisons? But i really doubt there is any answer. This just doesn't matter in story.

but NONE of the guardians TALKS to the voice, none is talking ABOUT him and none even INTERACT with him.

maybe he was meant to be "crazy". He isn't a human, so i doubt he even has a mind. He looks more like a robot, so maybe he was created as a "crazy".
The Scale references to the Voice in the fight. I think it triggers from taking too many hits and/or getting knocked out in (some of) the middle phases. Something like "after I'm done with you I'll come for your friend." or something like that.

The voice was locked up (or at least he couldn't leave) he references on it himself and looking at the facts he tried to find other ways to leave
the devs said that the numbers are the stages not the bosses, number 11 was the free world before it got assigned to the flame.
I think the voice has illusion stuff rather than teleporting, otherwise he could have just killed the other jailers if he had so much power over his own creation.
And i say the scale went crazy in an experiment using the rider energy, because if you look at his screen in the voice's stage you can se that it is drastically different.
