How do you level up new characters mid game?

All the enemies scale with the stats of your highest level character. I want to level up Bruno but can't even KO enemies due to how weak his starting set is in addition to the increased stats of the enemies around me.

Am I better off just doing a new game?

Gym outside of the train station by Old River High, can beat up guys with barbells easily or kick it at them, Italian shop in market East of that sells Pizza to buff defense and weapon.

Mao's Fish shop West of Ryan and Alex's garage sells salmon and octopus rolls to boost strength and agility and the sauna for Stamina, parking meters outside provide good money, hideout also has a yarn sword if you bought a cat near the pet shop by the arcade.

Yeah this had me pretty mad. If you are playing with someone you can get them to "farm" you some money quickly though. I played Ryan until level 30 or so and wanted to try a different character. No way was that happening. Now that I'm on new game + I am leveling and grinding them all a little bit before continuing to at least have them at a decent place before getting to the harder places.

For learning new moves, early on anyway, safest bet is farming the Token machine at the arcade (Cops won't spawn inside it), then make a run for the dojo afterwards, burn your cash on moves. Then if you're feeling brave, farm more cash from the Token machine, then make a run for Maos to up your STR, ATK and DEF. From there, you should be able to work your way up with new characters.
