Does anyone know what to do after the Milk Quest? (Military Quest)

So it's saying some military goons are causing some trouble but I can't seem to figure this out.

I went to the miltiary base (both day and night) cleared the area out, raised my wanted level to maximum... can't trigger the next course of events.

According to the map I'm in the right spot... if I move anywhere to the left or right I'm off the giant X mark...

I fought some hidden backer guy who showed up in a helicopter outside the base but that was more of a bonus / achievement thing... I don't think it actually did anything to progress the plot.

Ok, there is a helicopter flying back and forth along the street, just keep running back and forth, from the forest to the night club. You should see the shadow of the helicopter (and hear it). Chase that shadow and eventually the camera will pan up and a soldier will drop down. Beat that ass, take them tags. Keep this up, you'll figure out what to do with those Dog Tags.

Thanks, got it. Yeah after that it's pretty much smooth sailing. I'm at Merv Tower right now... game was too short for the amount of area's they had in it. There's still some undiscovered secrets like the cave in the woods and Merlin's Mystery Shop for me but I'll probably check them out after I beat the game.

I couldn't find the last two playable characters either...
