Why did they abandon the project?
There have been no updates for 2 years, it is poorly optimized, and it lacks content, more structures, adding functions to the trucks, there are things that can be opened but there is nothing. Something basic like the water shooting mode, you can only shoot one way.

The game was planned as it is. The team added a number of additional missions before the development process finally ended. Right now, there aren't any new additions planned anymore.

From what I've played I personally believe the developer was going to go much further with the game but somewhere down the line they saw how much more time, and money it would have taken to give a full blown city so they decided to stop developing a full city dynamic setting (like gta 5), and chop it into scenarios instead.

What a waste though, they really had something very cool, but of course instead of abandoning it they released it as a final which many developers have done over the years even when their games were far from being finished.

The mission map is very lazy where it takes sometimes a long time to drive to a location, and as you go you hiccup most of the way there. There are also so many lazy missions put into the mix where you drive 10 minutes only to put out a trash fire which can be done in under 2 minutes. Just a waste of time. You can see how lazy the developer is.

There are some missions which are very interesting such as the three story building fire which can be a lot of fun to play.

Over all the developer had a great opportunity to do something very cool but decided to do it the cheap way, and get out as soon as possible.

I think the developers focused on things that went unnoticed. For example making an entire city, when it is the most annoying thing in the game, I think a distance of 500 meters or 1 kilometer is more than enough, wasting time making a city and other things when it is not the most important thing.
I would have liked more variation in missions, finishing the trucks that are implemented in the game since there are many compartments that have nothing, adding many more things that could make this one of the best firefighter simulators. But maybe they had a very good idea and could not make it a reality as it deserved.

You can see how intelligent MycroftCanadaNS is because once a mission is completed you can start at the scene without driving.

The fire system is very well done haven't seen that in a lot of firefighting games all they need to do is add some nicer trucks and sirens and that does it for me

It also sucks that they didn't bother to remove Denuvo Anti-Tamper even after abandoning the project. The project's already run its course, after that keeping it around does little but inconvenience those who legally payed for the game. Also because of that I haven't been able to get many of my friends to play this game, since they hate DRM software out of principle and want nothing to do with it (I realize that's their problem, but still).

It could be the publisher, they control the cash strings and sometimes don't allow development over 2 years.

Im having trouble when I start up the game I get this message : "Error - Unable to initialize SteamAPI. Please make sure Steam is running and you are logged in to an account entitled to the game" - I am logged in to an account thats entitled to the game as I have been p[laying it since I bought it through Steam. Can anyone help with this?

Hard to say what may cause this for you without deeper insights. Maybe an issue with Steam? Other games are working fine? Did you try to reinstall the game completely?
