Report a translation problem
Fleets have generally fixed strength, based on world/sector data.
Random patrols are mostly area based.
Only freelance missions ships reallly scale with the player level.
It's really ridiculous how you may see a faction with 50k> power, maybe a base or two, fleets of 2-5k value that are seen on the map.
Yet when you go through their sectors - on every turn you'll meet a ducking 30-ish ship fleet, consisting of 3 carriers, a dreadnaught, a dozen or so carriers, some battleships and whatever else hits the fan. Of course, beatable, but as a RANDOM FREQUENT SPAWN? That's insane. That's practically like randomly spawning a base assault encounter, and ~30k one. Doesn't make any sense.
It seems to be difficult if spawnning fleets process is fixed for each sectors.
