Briefly said yes, i strongly believe you can run this game. There is no demo as far as i know, but there are some not very legitimate ways how to try this game without buying it. Tho 15,40€ during sales (that are pretty often) is fair price and you can always demand refund (i bet you will find out how game runs on your machine before reaching 2 hours refund cap :-) ).
CPU is more than fine. Try to increase graphic quality. If FPS drops, graphic card is to blame.
Oh and what resolution you play on? It drains lot of FPS and i doubt you have 1600x900 like me.

I think it would run, one of my kids PC's is slightly below this spec and runs Warlords on Medium with a few things turned down manually.
in which case it MAY weary on some degree on Low end PC's... i trust that the game will be Optimized once fully released.
on the 4ghz gtx 1050ti 6gig vram 8gigs of ram my son can run on ultra at 1080p
