it's hard to tell if you're having a technical issue or just dislike the aesthetics of the game
Make sure render mode is set to 'Normal' and Resolution scale is set to '1'. Both are under graphics options.
I sit with AMD's Image Sharpening on 80% but mainly because I have an old PC and play most games in 1600x900. The image sharpening is indeed a fantastic tool for improving graphics at lower resolutions :)
looks like interlaced rendering is on and probably something else. could you post your settings?
