If you see many .BIN files there, then the saves are still existing. A possible explanation for them not showing up inside the game is that you have changed your Windows region since the last time you played the game.
If it is still not there, then Steam yet again murdered a game's save files. It happens all the time, just only with a few people and a few games.
Sorry guys, I just gave up and played through the game to get my progress back. I'm making backups regularly now. Seems you can't rely on Steam Cloud too much.
